i understand that the indexId="i" is the counter... and it increments
everytime it iterates... 
but the 'i' in 
<%=(((i.intValue()%3)==0) && ((i.intValue() > 0)))?"<BR/>":""%>

is said to be undefined...? 

is this a bug of IBM websphere running apache tomcat?

Look at the iterate tag (see below)  - the last attribute (indexId) is the
iterator's counter variable.
