Pretty much - add resources as required.
In your JSP add <html:html locale="true"> You will need to add <META HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=UTF-8"> to JSP if using UTF-8. And set up your app server to encode in UTF-8 if you want to support multiple languages in same page.
