The dtd is not available at this address, but this doesn't affect Tiles validation process. When Tiles digester want to validate an xml file, it uses a version of the dtd located in tiles.jar (this dtd is linked to the specified URL). There is no need to connect to the specified URL. The same process apply to Struts's dtds.
