Automatic Character conversion

We have noticed that if the user enters in special characters into an <html:text> 
input it automatically gets converted to HTML format. Is there a way to control this? 
For example, if you enter in '<' in a text box then it gets put in our database as 
&lt;. Does the <html:text> tag do the conversion or does struts do it for all inputs?
