We've used Jmeter and it worked for us even though it is rough around the edges. You can get Jmeter from http://jakarta.apache.org/
Microsoft had a free one that integrated with their Visual Studio. From what I read, it was much more powerful than jmeter, but I don't have the article anymore and this was pre-.net, so who knows if it still exists or if it's still free or if you can test web applications that you developed with non-Microsoft tools. If someone knows the answers to these questions, I'd be interested in hearing them.
