You can use HTML syntax in your ApplicationResources.properties file for any error key like:
default.global.error.key=<table border=0 cellpadding='4' cellspacing='4' bgcolor='#FFFFFF'><tr><td><span class="error">Validation errors were encountered while processing your request.<br>Please review your entries and resubmit the form.</span></tr></table> But be sure to keep it all on a single line.
