Do you mean the nested_tags_10.jar from my site?... I just checked the tld, there's no mention of the EmptyTag or the NestedEmptyTag that extends from it. It is in the Jar, but if it's not in the tld file, it's not going to get called.
Other people are running off weblogic on the old jars also. Arron.
