Web *pages*, single web pages serving static content to be exact. If you can't have your welcome page (DO NOT MAKE A SPLASH PAGE!!!!) be static, create another static page that doesn't necessarily need to be accessible to your real users (although it would be better, if it was) and submit that to the search engines. Site map pages are sometimes used for this purpose.
