Include an Action in a page

Hi all, I've got a little problem.

I'm using Struts 1.0.2, and I'm using Templates (not Tiles). I use
<template:insert> to include a little page inside my page. This work great
with HTML and JSP, but not with actions. How can I do it for:

<template:insert template="action.do" />

Is there other way to do this?
