I'm having a similar problem. I'm using WebSphere 4.0.3 with the Struts blank. My changes to the ApplicationResources file or JSPs don't show up until I bring WebSphere down and restart. I've been told that WebSphere has a cache directory of compiled JSP pages and I need to clean it out on my build. I haven't figured out how to do this yet. Oddly, I don't have this problem in the Struts tutorial application.
