make sure you're putting j2ee.jar in the right directory. I had a similar problem as you are describing with jboss because I was putting the j2ee.jar file in the wrong directory and it was causing tomcat to try loading stuff in wierd order.
makesure your dropping it it:
$CATALINA_HOME/shared/lib
