Tiles is definitely one of the reasons I am leaning toward Struts. I guess
I'm evaluating if Struts will be an overkill for a reporting app.

You can still take advantage of tiles and the ability to forward to one jsp
or another based on what you find in the request.  A coworker is using
Struts as a front end for reports, but in our case there's a lot of criteria
selection for the user to do.  Is yours more like a fancy menu system, based
on who they are, they see a certain list of reports?

I'd still use Struts, but then again, it's the only framework I'm familiar
with.  When all you've got is a hammer, everything looks like a nail...
