I have used 9.0.3 for building few struts applications and I can say it saved me a lot of time. They have integrated few wizards for working with config files and support for taglibs (autocomplete etc.). However I have found few bugs (for example when specifying data source configuration in struts-config). Also, there was no support for tiles and validator.
These days I saw Oracle has released maintainance version - 9.0.3.1, but I haven't downloaded it yet.
