The best thing is to try each one for a few days and then decide. A good IDE can have a signficant impact on both the quantity and quality of your work. So, it's important to choose the one that works best for you.
I use IDEA by Intellij myself. It's not specifically tooled for Struts, but the feature-set is so well designed, it often feels like it is. [It's not free, but when I'm not "working" here, neither am I =:0)]
