The easiest thing to do is to use container-managed authentication - i.e. Tomcat's JDBCRealm. Since you'll have to hard-code your roles in web.xml - why not code them in menu-config.xml as well.
Of course, you could allow all roles by using * in web.xml. This is the way I've done it and it might take a bit to setup, but who has permissions to see what on a menu rarely changes (at least not on my projects).
