I'd have to say that you are missing something. :) Did you rebuild your project after adding in the new Struts files? I usually just copy/replace the pertinent Struts files (actually using the system explorer) from the downloaded binaries, then refresh my project in WSAD, then rebuild the project. This process has worked well for me.
