I narrowed it down to the following jars that need to be added to the netbeans/lib directory: >From Struts: struts.jar struts-el.jar commons-logging.jar >From bundled TC installation: servlet.jar I'm not sure whether it only requires these jars because it is a simple test project and more complex projects may require more jars but I'm impressed that you've got it to work! Are you going to raise this at netbeans as a bug report, as to be honest it does look more and more as an issue with netbeans?
