Either one will work fine, last a long time, as long as you're running on a Servlet 2.3 / JSP 1.2 or later container. If you're on an earlier version, your only choice is the Struts tags. My recommendation is that new projects should use JSTL and struts-el tags (if you're on the appropriate container). For existing apps, there is no compelling reason to change, other than perhaps to use those changes as a learning experience. You're likely to see exactly the same sort of transition be recommended on the Struts HTML tags, once JavaServer Faces goes final.
