I believe Struts will get the correct properties file based on the locale set for each remote user. Create files like: application.properties application_en_US.properties application_fr_FR.properties application_de_DE.properties The first one is the default and all the rest should be selected automatically depending on the remote user's locale. I don't have an Internationalization specification on my project so this is what I beilieve to be true.
