Mahavir, I recommend you copy the struts-blank.war to the tomcat "webapps" directory then start tomcat. It will create a directory "struts-blank" with a WEB-INF and extract everything from the war file. You may then edit the struts-blank/WEB-INF/struts-config.xml and do your work.
