considering the class file versions, 45 stands for JDK 1.0/1.1,
46 is 1.2/1.3 (and 48 is 1.4):

Seems your server still runs under JDK 1.1, or am I wrong?

The Struts 1.1 binaries seem to be compiled under JDK 1.3:
