This situation happens when the checkboxes and/or radio buttons are dynamically generated from a database or somewhere. You won't know for sure that there are going to be more than one checkboxes and radio buttons, sometimes, you just get one. But in your application, you want to have a consistent implementation and make them required regardless. I just ran into this situation.
