When a user logs in, I give him a default language, e.g. English, and create the appropriate Locale. This user sees the menu in the correct language. When this user switches his language, by clicking an image, I create another Locale, e.g. French. All the other labels I use, change into the wright language, but the menulabels stay in the original language.
