Basically, yes (I think). What I've seen are site like homedepot.com where you can pull up a store locator, enter a zip code, and it will return all of the stores within a set radius around the zip code. I've foud a commercial product called "Bullseye ZipCode Locator" that is java based (about $1000 for the lite version), but like I said, I'm cheap....
