Not necessarily. Probably some instance (either gmail oder you local mail 
client) tries to prevent their users from shooting themselves in the foot (for 
example by accidentally revealing their home address) when sending pictures. 
But yes, there should be an option to turn off stripping of meta data for 
people who know what their are doing.
