Well, the whole purpose for Sweets is to avoid situation when people need to install the whole GNU/Linux distribution only to try/use/code Sugar. Becuase it is ridiculous overkill: * to change your favorite distro only for Sugar purpose, * Sugar Shell is only 5, mostly, Python based projects, * mostly, it is possible to handle a couple of non-Python based rependencies in your current distro.
