0.94 is feature frozen since a long time ago. If you are proposing to undo the feature freeze (which is not unthinkable) then you should do that in a separate thread - but you'll probably also have to offer to become the maintainer as well. And I think the community will require you to enforce a "master first" policy from the outset for this to fly.
