In the sugar-build environment (as described in http://developer.sugarlabs.org/dev-environment.md.html ), TurtleBlocks 190, which I downloaded from within the browse activity, still opens with the same English language. As far as I remember, TurtleBlocks is not installed out of the "box" in this chroot environment, so the only way to get TurtleBlocks is to download it from http://activities.sugarlabs.org/fr/sugar/addon/4027. Although the host on which the "Sugar Runner" app is loaded, is Debian, I am not sure whether this is relevant. Anyway, in Debian, the available package is turtleart_98-1_all.deb. It runs in English too, regardless from the system-locale. But this is another story, I assume.
