The only way for that to happen is if we divided a project idea into two
different projects,
with both projects addressing different parts of the problem/feature we
intend to address.

Then have two people we want to work and collaborate on both ideas send
proposals
for both ideas.

Two students can't work on one project idea in GSoC.
