Thank you for reporting. There was an issue with the "import foreign" menu option that has been fixed in the latest development version ( https://github.com/eclipse/sumo/issues/4634). As a workaround you can either load a netconvert configuration file in netedit or set the import options on the commandline when starting netedit.
