You - can define multi-entry-exit detectors to capture all traffic within a
radius around an intersectoin and there are tools to do this automatically:
https://sumo.dlr.de/wiki/Tools/Output#generateTLSE3Detectors.py

Alternatively, you can place a parked vehicle near an intersection and
define it as a bluetooth receiver. All other vehicles should be bluetooth
senders.
