You may want to look at the traci tutorials ( https://sumo.dlr.de/docs/Tutorials.html#traci_tutorials) as well as https://sumo.dlr.de/docs/TraCI/Interfacing_TraCI_from_Python.html#first_steps for the general structure of a traci script. If you are relatively new to programming, try to get local help because this mailing list is for sumo-related questions rather than general-purpose programming questions.
