and for your 2: https://sumo.dlr.de/docs/Demand/Automatic_Routing.html or you can use TraCI to for rerouting https://sumo.dlr.de/pydoc/traci._vehicle.html If you use TraCI the changes are only during the runtime of the current simulation and not permanent in the configuration files.
