1. Yes.  All geometries support an optional z-coordinate which will be set
when the input data provides it. See
https://sumo.dlr.de/docs/Networks/Elevation.html
2. moveToXY currently does not support setting a Z coordinate. If there are
multiple roads on top of each other, you could specify the target edge id
(which you could figure out via sumolib.net.getNeighboringEdges (
https://sumo.dlr.de/docs/Tools/Sumolib.html#locate_nearby_edges_based_on_the_geo-coordinate)
and comparing the edge geometry to the target z-coordinate

pitch angle can be retrieved via traci.vehicle.getSlope, yaw via
traci.vehicle.getAngle  and roll-angle is not modelled at all.
