Hi Kevin, what junction are you referring to? The first big junction in your net-file is defined as a traffic light, but with only one phase (may I ask why?). If you want to model priorities in traffic light, you can use the signal states G and g for this, see signal_state_definitions<https://sumo.dlr.de/docs/Simulation/Traffic_Lights.html%23signal_state_definitions>.
Yes, you can change the route of a vehicle and also remove vehicles with TraCI. Check out Change_Vehicle_State<https://sumo.dlr.de/docs/TraCI/Change_Vehicle_State.html#command_0xc4_change_vehicle_state> to see all TraCI commands you can use to change the state of a vehicle.
