1.  routeSampler.py supports pedestrian generation via option --pedestrians
from counts. Support for pedestrians may be added to the other mentioned
tools but this is a low priority at the moment (pull requests are welcome:
https://github.com/eclipse/sumo/issues/8864,
https://github.com/eclipse/sumo/issues/8865 )

2. The latest development version supports option
--emission-output.step-scaled for this purpose (available at
https://sumo.dlr.de/docs/Downloads.php#sumo_-_latest_development_version)
