1. routeSampler.py supports pedestrian generation via option --pedestrians from counts. Support for pedestrians may be added to the other mentioned tools but this is a low priority at the moment (pull requests are welcome: https://github.com/eclipse/sumo/issues/8864, https://github.com/eclipse/sumo/issues/8865 )
