The latest development version contains experimental read/write access to the internal state of the lane change models using the vehicle.setParameter / getParameter API i.e. traci.vehicle.getParameter(vehID, laneChangeModel.keepRightProbability"), traci.vehicle.setParameter(vehID, laneChangeModel.keepRightProbability", str(0.5)) see https://github.com/eclipse/sumo/commit/c82cfca0a62a89d2409469dc892729715afa2770 (note, the pre-compiled binaries will not reflect this change until tomorrow).
