Dear Yanglan,
vehicle volumes on edges are a result (output) of SUMO vehicle dynamics and
traffic demand, not an input to the simulation. Obviously you can adapt
other input to obtain reduced flows:
* close a lane (Rerouter

TraCI)
* block a lane with a stopping vehicle
<https://sumo.dlr.de/docs/Definition_of_Vehicles%2C_Vehicle_Types%2C_and_Routes.html#stops_and_waypoints>
* change allowed speed
<https://sumo.dlr.de/docs/Simulation/Variable_Speed_Signs.html>
* change routing edge weights and reroute vehicles

Is there any method that can restrict the flow of some edges, just like
simulating traffic accidents? For example, if accidents happen, it will
reduce the flow of edge. How to simulate this in sumo?
