Single vehicles can only be queried in TraCI as long as they don't have reached their destination. You can infer the time a vehicle is in the network from traci.vehicle.getDeparture()<https://sumo.dlr.de/pydoc/traci._vehicle.html#VehicleDomain-getDeparture>, traci.vehicle.getDepartureDelay()<https://sumo.dlr.de/pydoc/traci._vehicle.html#VehicleDomain-getDepartDelay> and traci.simulation.getCurrentTime()<https://sumo.dlr.de/pydoc/traci._simulation.html#SimulationDomain-getCurrentTime>.
