No, this personNumber is just a convenience for changing the remaining capacity of the car without modelling some persons explicitly. Put you can define cars that start with "real" persons in them as well: https://sumo.dlr.de/docs/Specification/Persons.html#starting_the_simulation_in_a_vehicle
