Hello Romain, if I undertand you well, you want to know how many people will not use a car because of the additional delays when pedestrians get more walking areas so that the vehicular traffic gets slower? No, that's not supported, because we do not have a model that resembles the relationship between travel time and travel mode choice. If you know such models, it would be nice if you would share them (also as papers).
