I tried by removing qutoes and trying,
traci.trafficlights.
setCompleteRedYellowGreenDefinition('1307347941',existingTrafficSignal);
But I get the same error as,
Attempt to reference field of non-structure array.
Error in traci.trafficlights.
setCompleteRedYellowGreenDefinition (line 15)

Error in UCSC_Modified_Traffic (line 50)
