Hello,
you stumbled upon a hole in the Marouter documentation (see
http://sumo.dlr.de/trac.wsgi/ticket/1516).
In order to use Marouter you need to use the option -d to load a file with
traffic assignment zones (TAZ).
See input file
http://sumo.dlr.de/trac.wsgi/browser/trunk/sumo/tests/marouter/incremental/input_taz.taz.xml
as a reference.
