I don't think you can link the Visual Studio build against Cygwin. The header files are probably identical that's why the SUMO compile works so far, but for linking you will definitely need a cygwin build of Fox. I don't know whether there is one available or you need to compile yourself. It may also depend on how you are planning to use the GUI (as far as I remember there are several ways to replace the X server in Cygwin/MinGW).
