1.) No. But you can use Traas as an intermediary. see
http://traas.sourceforge.net/cms/. Traas is part of the SUMO distribution
2.) It's documented here http://sumo.dlr.de/wiki/TraCI/Protocol. Other
people have built clients based on that
3). Yes. clients for C++, python, java and matlab are part of the sumo
distribution
4). We have a large set of tests which you may use as an inspiration. see
http://sumo.dlr.de/trac.wsgi/browser/trunk/sumo/tests/complex/traci/pythonApi
