Hello Ben, netconvert does not allow edges that loop back onto the same node. When importing from OSM, an extra node is added to ensure this of kind road topology is kept. You appear to be the first person who notices this case for shapefile import. I've opened up a ticket (http://sumo.dlr.de/trac.wsgi/ticket/1875) and would be happy to accept your patch if you care to fix this (-:
