Hello,
NETCONVERT does not import turnlanes or turn:lanes from OSM at this time.
Only turn restrictions (
http://wiki.openstreetmap.org/wiki/Relation:restriction) are imported.
I recommend refining the OSM network in NETEDIT (now publicly available)
rather than JOSM.
(see http://sumo.dlr.de/wiki/FAQ#How_can_I_obtain_NETEDIT.3F)

If you already have a large OSM network with turnlanes or turn:lanes and
want to help with improving NETCONVERT, let me know (
http://sumo.dlr.de/trac.wsgi/ticket/1990).
