Hello,
currently, your only option is to set the traffic light to "off" (
http://sumo.dlr.de/wiki/Simulation/Traffic_Lights#Loading_a_new_Program)
and then it will act like a prioritized intersection. The priority is
computed just as it would be if there was no traffic light (see
http://sumo.dlr.de/wiki/Networks/Building_Networks_from_own_XML-descriptions#Edge_Priorities
)

You can switch between plans at set times using
http://sumo.dlr.de/wiki/Simulation/Traffic_Lights#Defining_Program_Switch_Times_and_Procedure
