1) use Netedit to modify traffic lights / signal plans:

2) Each edge only allows traffic in one direction. You need additional
edges for two-way traffic
3) see http://sumo.dlr.de/wiki/Other/File_Extensions#Native_SUMO_Files
4) depending on your project you need to be able to write programs to use
TraCI (http://sumo.dlr.de/wiki/TraCI)
5) Partly true. See
