I think the documentation 
http://sumo.dlr.de/wiki/Tools/Trip#randomTrips.py clearly states it:
If you want to generate 20 vehicles between second 0 and second 100, 
call
randomTrips.py -b 0 -e 100 -p 5 -n <net> (where the 5 is 100 / 20).
